About This Role
1. Introduction
Victoria Finance PLC is a licensed financial institution operating in Tanzania. The organization invites qualified and experienced vendors to submit proposals for the provision, installation, and maintenance of a centralized surveillance system across its Head Office and six (6) branch locations.
2. Objective
The objective of this RFP is to procure a reliable, secure, and centrally managed surveillance solution that enhances physical security, supports regulatory compliance, and enables centralized monitoring at the Head Office.
3. Scope of Services
The selected vendor shall be responsible for the design, supply, installation, configuration, testing, commissioning, and support of a complete surveillance system across all locations.
4. Locations and Camera Quantities
The surveillance system shall cover the following locations with the minimum camera quantities indicated: - Head Office (HQ): 12 cameras - Mbezi Branch: 1 camera - Mafinga Branch: 2 cameras - Dakawa Branch: 3 cameras - Morogoro Branch: 2 cameras - Dodoma Branch: 3 cameras - Madibira Branch: 4 cameras Total approximate cameras: 27
5. Centralized Recording and Monitoring
All cameras installed at branch locations must transmit and record video to a centralized Network Video Recorder (NVR) located at the Head Office. The system shall support centralized monitoring exclusively at the Head Office, with no requirement for local monitoring at branch level.
6. Video Retention Requirements
The solution must support a minimum video retention period of three (3) months (90 days) for all cameras. Vendors shall size storage at the Head Office NVR accordingly and provide justification for the proposed storage capacity.
7. Installation Constraints
All Victoria Finance PLC locations are rented premises. Vendors must propose landlordfriendly installations, avoiding major structural alterations. Surface trunking, conduits, and non-invasive mounting methods are preferred.
8. Power and Network Considerations
Vendors may recommend appropriate power backup solutions such as UPS systems where necessary. Any recommendations must be clearly stated and cost separately.
9. Security and Access Control
The system must support role-based access control, centralized user management, and detailed audit logs indicating access to live feeds and recorded footage.
10. Maintenance and Support
Proposals must include warranty terms, preventive maintenance schedules, fault response procedures, and support service level agreements.
11. Vendor Qualifications
Vendors must demonstrate experience in deployment of surveillance systems for banks or financial institutions and provide at least two relevant references.
12. Pricing Structure
Pricing must be provided in a clear and itemized format, including equipment costs, installation, licensing (if any), and support fees.
13. Evaluation Criteria
Proposals will be evaluated on a balanced basis considering technical compliance, solution design, experience, pricing, and support capability. Financial proposals should be VAT – inclusive.
14. Submission Requirements
Vendors shall submit separate technical and commercial proposals to info@victoriafinance.co.tz by 6th June 2026.
15. Terms and Conditions
Victoria Finance PLC reserves the right to accept or reject any proposal, to negotiate with any bidder, and to cancel the RFP process without obligation.
